Every Design Review Panel session is led by a Chair — an experienced architect, town planner or urban designer who guides the discussion, draws out balanced views from across the Panel, and ensures the feedback reaching applicants is impartial, constructive and grounded in good design practice.

The Panel currently has 6 Chairs, drawn from across the disciplines we cover. Each brings decades of practice and a track record of leading complex, high-stakes design reviews.

Jonathan Braddick

Jonathan Braddick is a Chartered Architect specializing in bespoke, sustainable, low energy, high end, residential projects. He is the founder and administrator of The Design Review Panel, that operates nationally across England. His past experience includes working for small and medium sized award-winning Architects practices, in both the South East and South West of England, on a wide range of project sectors. Jonathan has a keen interest in professional studies with a focus on the evolving nature of our profession and the role of small practices within a changing construction industry. Jonathan is a regular Part II visiting tutor, a visiting Part III lecturer and Part III examiner at the Welsh School of Architecture. He is a past (Sep 2014 – Sep 2016) South West Regional Chair of the Royal Institute of British Architects (RIBA) and a past Chair of the Plymouth Branch of the RIBA.

Tim was formerly Head of Planning for the area covering both Taunton Deane and West Somerset Councils, where he oversaw the delivery of Taunton’s major housing growth leading to its designation as a Garden Town. In March 2019 he left the Councils to set up his own Planning Consultancy, which now provides a range of planning related services to private clients as well as local authorities. He is currently advising a district council in the south west on Heritage at Risk matters and has been working on a place-making strategy and associated policies for a unitary authority in the south east as well as carrying out service review work on behalf of the Planning Advisory Service. He also provides professional advice to both developers and private individuals. Tim is a member of the RTPI (SW) Regional Activities Committee and is also a Design Review Panel Member.

Graham Devine

Chartered Architect

Graham is a chartered architect and Director of LHC, with over 20 years’ wide ranging experience in private practice. Graham has been responsible for the design and delivery of a number of high-end residential projects and large scale commercial schemes. Graham is an excellent communicator which has enabled him to successfully lead a number of high profile projects across public and private sectors. His leadership skills have been recognised as a Chair of a large multi-academy school in Plymouth as well as Regional Councillor on the RIBA National Council. In his role as an active panel member and Vice Chair of the Design Review Panel, Graham has been committed to driving up design standards in the South West. Graham’s commitment to design and continued life-long learning is integral to his role at the University of Plymouth where he employs his skill and experience to educate the next generation of architects.

Andy Robbins

Andy is a chartered Town Planner with over 30 years’ experience of working in local government, the majority of which have been in a managerial role. He has extensive development management experience including service lead responsibilities in a large urban unitary authority and a prosperous university city. His wide-ranging experience includes managing complex urban regeneration projects, urban extensions, mixed-use heritage led projects and sensitive rural development. He has practical experience in masterplanning and policy formulation and an excellent track record of negotiating schemes that meet the highest standards of design and sustainability.

Whilst at Exeter Andy was the lead officer for the Council in securing funding through the Garden Communities Programme and subsequent preparation of the project plan. He also worked on the successful “Future Place “programme with local architects and urban designers, RIBA and Homes England.

Manos Stellakis

Manos Stellakis is an architect, author, designer and development consultant with over 30 years experience, 29 of which have been as a Partner in the London based practice of Lupton Stellakis. Within the practice, Manos deals with the design aspects of projects and with feasibility studies, including their economic and legislative aspects. He has expertise in the following fields of design: architecture, interior design, space design, furniture design, corporate identity, yacht styling and urban design. Manos has carried out research in urban morphology and practice-based, commissioned research in architectural and construction industry related issues. He has co-authored books on practice and legislation, sat on professional committees and taught, lectured and presented seminars within these fields to a wide range of Universities, including: Bartlett School of Architecture and Planning, London School of Economics, Welsh School of Architecture and Oxford Brookes School of Architecture. From 1997 to 2001 Manos was part-time course coordinator at Bartlett School of Architecture and Planning and since 2003 he has been a Distinguished Visiting Fellow at the Welsh School of Architecture.

Jonathan Vernon Smith

Urban Designer & Architect

I have over 15 years’ experience in architecture, masterplanning and urban design. My project experience ranges from leading the design of detailed residential proposals and mixed use urban masterplans to designing major urban extensions. I have completed residential and commercial architectural projects. I am a Co-Chair for the Design Commission for Wales Review Panel and am a panellist on the South West Design Review Panel with an interest in urban design and masterplanning. I am a member of the RIBA and am affiliated to the Urban Design Group as a Recognised Practitioner of Urban Design.
